Officer Recruitment
Even as a powerful commander, you cannot run a successful city alone. You will need the support of talented officers to enhance your governing abilities, so you will need a military institute to recruit officers. By clicking on the Military Institute, you will be able to view the attributes of each graduate officer and their recruitment fees.
If the officer is up to your standards, you can recruit the officer by clicking the "Recruit" button.
The officers available for recruitment will be refreshed after a fixed period of time. The higher level the academy, the greater the number of officers that will be available for recruitment at each refresh and the faster the refresh rate will be.
Before you recruit officers, however, you will need a Staff Headquarters to house your officers. Higher levels of Staff Headquarters can house greater numbers of officers.

Officer Attributes
You will be able to recruit a variety of officers with different attributes. Each attribute is suited to a unique role.
Rank
Higher level officers will have higher attributes and will be able to use better equipment that will enhance their abilities.
Politics
An officer can act as mayor of your city. The politics attribute of your mayor increases productivity, reduces building construction time as well as defensive fortification construction time.
Military
Officers with high military attributes can increase military offensive power when sent on missions, or, when acting as mayor, reduce the production time of military units.
Knowledge
When sent on attacks, the knowledge attribute increases the military's defensive ability. When acting as mayor, this attribute shortens scientific and technological research time.
Potential
When an officer gains a level, the officer will be awarded 1 potential point that can be spent to increase any of their three attributes. Players can purchase Training Manuals to reassign their officer's attribute points.
Loyalty
The performance of an officer is affected by his/her loyalty. When initially recruited, the officer's loyalty will begin at 70 and will decrease over time. When the loyalty reaches 0, the officer will leave the city. Players can increase their officer's loyalty by rewarding them with gold or jewelry.
Salary
Players will have to pay their officers' salary in gold. The higher the level and attributes of an officer, the higher their salary will be.
Officer status
Players can view the status of their various officers by clicking on the Staff Headquarters.
Mayor
The mayor is appointed by you to take charge of your city. Your mayor's attributes will affect production rate, research time, training time, construction time and defense of the city.
Expedition
Officers can lead army expeditions. Once they reach their destination or return to the city, they will return to the idle state.
Combat
Officers are required to lead certain attacks. When fighting a battle, officers will be shown to be in an "in combat" state. After the battle is over, officers will return to their previous post.
Garrison
Officers can be garrisoned in the wilderness or in an ally's city. These officers will be shown to be in a garrisoned state. These officers can be recalled back to the original city at any time.
Renaming Officers
Players can rename their officers on the Staff Headquarters interface. Special officers cannot be renamed.
Military victories
After you are victorious in attacking a wilderness outpost, you can occasionally capture the enemy NPC general. You can then capture their officers and force them to pledge allegiance to you. Naturally, these officers will start with a very low loyalty of 10. You will have to reward them to increase their loyalty. Alternatively, you can immediately dismiss these officers if they prove unsatisfactory. If you do not have room for additional officers, these captured officers will be released automatically.
Your officer will be defeated when he is:
- Garrisoned in the wilderness, and the wilderness is conquered or plundered by another player. Your officer will automatically return to their original city.
- Stationed in an Alliance member's city, and their city is conquered. Your officer will automatically return to his original city.
- Defeated in an attack. Your officer will automatically return to his original city.
Officer's Skills
In addition to their own attributes, officers can learn skills that can have significant impact on the battlefield.
- Study: You can specify which skill an officer is to learn. Each officer can have up to 3 skills.
- Level up: Each newly acquired skill will automatically level up to match the level of the officer.
- Replacement: If you are not satisfied with a certain skill, you can choose the officer to unlearn a skill and learn a new one, which will automatically match the level of the forgotten skill.
- Combat Effects: Military skills in battle take place automatically and can be reused. There are many different special abilities that can turn the tide of a battle.
Equipment
Equipment is mainly used by officers to enhance their attributes. Each officer has a total of 9 equipment slots: head, shoulders, chest, hands, waist, feet, medals, jewelry and accessories. Each piece of equipment has a specific slot where it must be equipped. In addition, each equipment slot is dedicated to a certain aspect of stat improvement: helmets increase knowledge and logistics, hands increase attack, etc. Equipment can be obtained through combat, missions or the Blitzkrieg Outlet.
